Last year I planted two dwarf burning bushes in April and they were leafless by August. They leafed out beautifully this spring, but now the leaves are shriveling. So far they are not dropping. What is causing this?

Based on your description I am not sure what is causing this however you might want to check that they are rooting out into the surrounding soil beyond the potting mix. This could be related to drought stress or poor rooting. It could also be related to salt spray or salt runoff from a roadway. You might want to check with your retailer and/or county extension for more help in troubleshooting. I hope it is nothing serious.
