Question: Third season, plant very healthy but no buds this season. Plant has alot of foilage growth and has been fed regularly.

Answer: As long as the plant seems healthy then you probably just need to be patient a few more weeks. Buds form in response to weather as well as general care. I would also suggest you take care not to overfertilize as excess nitrogen can cause foliage growth at the expense of blooming. Your local professional nursery staff and/or county extension may also have some suggestions based on being familiar with the weather in your local area this year. Enjoy your rose!
