This might sound silly, but does anyone have any hints on getting a shepherd's hook to stand straight without tilting? I thought you could just put it in the ground, but should I actually be digging a hole for it?

You should be able to just push or pound it straight down firmly into the ground. The deeper it it is sunk, the steadier it will be. If you dig a hole for it then the loosened soil will allow it to wobble. Also, putting too heavy a load on the hook can cause it to lean especially in a windy spot.
