Are mimosa trees late bloomers? Do they get their leaves later than most trees in my area?

Mimosa trees do leaf out very late in the spring and begin blooming later in the summer, yes. Sometimes they die back somewhat during a difficult winter. If you are concerned, you can check that the branches are still alive. They should be somewhat supple and there should be a layer of green beneath the bark. Dead wood will be dull gray or brown and dry and brittle, it will snap in your hand and there is no green beneath the bark. You can trim off any dead wood. If for some reason the tree dies back extensively due to winter cold, it will usually regrow quite quickly from the roots this summer and will probably still bloom.
