I planted some potato vines (Solanum jasminoides) last year along my fence in the autumn. They stayed green through the first inital snows then turned brown. As of yet, they have yet to turn green again and look very bad (brittle vines and no sign of life). Are they dead? or is it too early for them to get going again?

This plant would not be expected to survive your cold winters, I am sure it is dead. In the Chicago area it is sold and planted as an annual. I'm sorry this was not what you were hoping for.
