I have a camelia that has been overwatered and I want to re-plant it before it dies. What are the best soil conditions for camelias? Is it better to have acidic or alkaline soil?

Camellias prefer slightly acidic soil, which is what your soil conditions should be there in Bellingham. Areas with high rainfall tend to have acidic soils; areas with low rainfall tend to have alkaline soils. Just plant your camellia in well draining native soil and it should be quite happy.
