I want to transplant a Mexican Fan Palm from a mostly shaded dry area to a mostly sunny and wetter location. Can I do it now?

You can move your palm now but you may want to provide some temporary shade from hot afternoon sunshine until your palm becomes established in its new home. Transplanting may stress it enough without adding insult to injury by taking it from a shady area to a sunny one. Try to make the move on an overcast day and be sure to water it well after moving. I'd suggest erecting a structure near the palm where you can attach screen cloth or burlap to provide protection from hot afternoon sunshine. Good luck with your palm.
