I would like to plant your Weeping Blue Cedar behind my rock waterfall next to my new pool. Do I need to worry about the root system of the cedar and the pool?

I can't say with any certainty whether the roots will seek the water near your waterfall and pool, so the best advice I can give is to plant the tree in a large container and sink the container into the ground. A half-whiskey barrel would be deep and wide enough for a weeping blue cedar for many, many years. Best wishes with your landscaping!
