I`m just wondering if once the tops of the stems and some of the leaves have been stripped by green worms whether they will come back or not if you can get the pests under control. I`m talking about this season.

It's unlikely that the stems will replace the lost leaves. If the tip of the stem has been completely removed, your delphinium may not flower. In that case, I'd cut the main stem down to about 6" above soil level. Two smaller stems will emerge just below the cut and they should produce flowers.
