There are some spruces that naturally droop a bit and some are considered weeping or pendulous. Since the plant seems healthy but is drooping compared to the typically stiff spruces, I am wondering if perhaps you have a different cultivar of spruce, and not actually a "Black Hills." You might try taking a few photos and compare them to some of the other spruces either at the nursery or in plant catalogs. Or, perhaps your local certified nurseryma can help you identify it. Or, the original supplier might be able to help. What a mystery.
