There are several potential causes for this such as fungal or bacterial infection (eg botrytis) or possibly an insect (such as tobacco budworm) so I would suggest you work with your county extension to identify the specific cause and then knowing that, determine how to treat it. I'm so sorry you are having trouble with your petunias!
