we live in a place where it gets windy very windy at times so
what is the best way to protect your shrubs {redtwig dogwood or red prince weigela for example} from the wind. Thank you Jen

Probably the most effective approach would be to create a windbreak of some sort. Either a row of evergreens or tall hedges, or even a fence to buffer the wind.
