Can the Bougainvillea `Singapore White work as a vine (maintaining a one foot thickness) on a small 4'x4' wall trellis, or does it necessarily end up wanting to be a bush-like 3-4 feet thick?

Singapore white has a bushy rather than a vining habit. You can judiciously prune it back, but its natural growth habit is to be a shrubby plant.
