Partial shade, to 8 feet maximum, evergreen; need to keep to within 24

Susan,

That is a lot of specs for any plant to fill. Most all hedges are either going to be wider, taller and/or need more sun to do well. You might consider a standard type of Nandina (not dwarf) as it can be kept to those proportions. Another option could be an Aucuba but it would need some pruning to stay that narrow.
