Palms can be started from seeds indoors at any time and outdoors in the early spring. Germination requirements vary from palm type to palm type. If you're unsure which type palm you're growing, you can simply start the seeds in moistened potting soil, burying them about twice as deep as they are wide. Keep the potting soil moist but not soggy wet. Seeds can germinate as quickly as 7 days after planting, or as long as 365 days after planting. Best wishes with your new palm tree!
