I planted 8 lavendar cotton plants this April in my rock garden. The plants are thriving but not one of them has bloomed. Could the soil be lacking something the blooms need?

Lavender Cotton (Santolina) grows in full sunshine, in well-draining soils. They do not need routine feeding and they can get by with almost no water. It may be that you're treating your plants too well; they seem to thrive on neglect. Try watering them thoroughly and then allowing the top 2" of soil to dry out before watering again. They like heat and bloom best in the dog days of summer. Hope, with a few adjustments, they'll bloom beautifully for you in a few weeks. Enjoy!
