My next door neighbor has planted creeping IVY and I am forever having to cut it back to their property line. Is their anyway to kill this plant easily without killing the whole plant?

Wish there were an easy solution to your problem, but there really is not. If you apply an herbicide to the offending plant, it can be translocated throughout the ivy and can kill the plants in your neighbors yard, as well. About the only permanent solution is to dig a trench between your properties and place a barrier to keep the roots from growing into your yard and sprouting new plants. Best wishes with your garden!
