Can I snip the top out of my mother-in-law tongue and root it in a pot of dirt or glass of water?

Sansevieria is the formal name of your Mother-in-Law's Tongue plant. It propagates best from the offshoots that grow at the base of the plant. Just break them off, let them dry and callus over for a day or two and put them in potting soil. You can take leaf cuttings from the all-green varieties. Just put the cut end in some moist potting soil. Usually the cuttings will root in a month or 6 weeks.
