Can I root pentas cuttings in a coldframe as opposed to in a pot with a plastic bag over it? I would like to use these as a border on a long driveway and need quite a few.

I see no reason why you couldn't root Pentas cuttings
in a cold frame. You would have to pay close attention
to the moisture in the cold frame. If your cold frame
is in a shaded area where there is some sun, but not
too much, you shouldnot have any trouble at all.
Pentas can also be grown from seed.
