Unfortunately based on your description I am not certain what is causing the spots, there are many possible causes such as an insect or disease problem, poor rooting due to underground obstructions or imconsistent soil conditions, or it might be caused by dog urine or something else unusual. I would suggest you work with your county extension to run some basic soil tests, analyze your lawn and its overall condition, and work from there. I hope it is easily remedied.
