bugs or fungus? - Knowledgebase Question

I have a type of palm that has white oval spots all over the leaves and basically covering the entire plant. Do you have any idea what it is? I live in Miami, FL. I have another plant just like it 2 feet away and it is fine. Could it be a problem when it rains water pours on this particular plant directly from the roof?

Very strange. The description doesn't bring anything to mind except if the spots are small they might be some type of scale. One other possibility is that something liquid that was toxic to the plant landed in droplets on it, perhaps from some spray above it or nearby.
