As far as the peach tree goes, there are many possible causes for the symptoms you described but I would tend to suspect some borer damage and possibly a fungal problem as well. Most peach trees do need some preventive care and spraying to keep them healthy. I would strongly suggest you work with your local county extension to determine exactly what is causing the problem(s) and then once you know that, decide if it can be saved and then work out a routine program to care for the tree.
