Butterfly bushes usually take some time to recover from their winter dieback and being cut down in the spring. As long as it is in full sun or at least a half day of direct sun, has been fertilized and is growing well, there is nothing to be done except wait as patiently as you can. (Do not prune it in the summer, it blooms on new growth.)
