The description indicates the overall health of your crape myrtle is very good. However that species needs full sun to bloom well. It may be that the progressive shading of the growing sycamore has finally left it in enough shade that its leaves can't get the light they need for long enough so the plant can build bloom buds. There is not a good solution since the sycamore is a giant prized shade tree and this crape myrtle is too large to move.
