My sizzling pink fringe flower loropetalum tree has been planted for 4 weeks. When I brought it home, it had burgundy leaves; now the leaves are turning green. Is this normal?

You didn't say what kind of exposure to sunshine your new shrub is receiving; if it was growing in afternoon shade at the nursery and you planted it in full sunshine, this could account for the lack of burgandy color in the foliage. As your plant adjusts to its new home, it should produce new foliage which will be the deep color you expect.
