I've had my Christmas Cactus for about 3 years now but it hasn't grown much. It blooms once every year shortly after Thanksgiving but then it stops, is this normal and what is the proper care this particular plant?

This is quite normal for this plant when it is well grown and happy. Since it is blooming each year I think you are probably taking very good care of it -- and I would not recommend changing anything! Congratulations on keeping it healthy and blooming!
