I have two Monrovia BLUEBIRD LACECAAP HYDRAGEA in front of my condo.
My question - how do care for the dead flowers. Also it is growing too wide, when can I cut it back

You can remove the faded blooms whenever you wish however leave as much of the foliage intact as you can. This hydrangea blooms on old wood, so the best time to prune it back to control size is in the summer right after it blooms.
