My 3 year old hydrangea does not flower. Is this normal?

It may be. In the meantime be sure it is in rich, well-drained soil. It will bloom best if it is planted in full sun. Offering it winter protection is required if it is one of the more tender varieties.

In the spring, cut the branches of the previous year's growth back to a single pair of buds. Weak and diseased branches should also be pruned out.
