When can I move the plants to another location?

Spring and fall, when weather is cool and rainfall abundant are the best times to move perennials such as dianthus. If you can't wait to move them you can do it now in mid-summer, but they'll suffer more transplant shock. If you keep them well watered after the move and provide protection from hot afternoon sunshine for the first week after the move, they should recover and establish themselves in a few weeks.
