Is it too late to plant crape myrtles in August and if I do plant it will it bloom next year?

You can plant one now but it is still hot and will be stressful to the plant, requiring frequent watering until the weather cools off. If possible I'd wait until late October or November, a much better time to plant.

Either way with some good vigor and growth next spring the plant should bloom some next summer.
