Unfortunately, based on your description I am not certain what is causing your camellia not to bloom. The most common reason in your area is probably that the plant is borderline hardy or the buds are being frozen, possibly due to poor siting or planting an unsuitable cultivar. You might want to check with your local professionally trained and certified nurseryman or with your state extension service to see if they can help you trouble shoot. Maybe it will bloom for you this year.
