What time of the year can I transplant Chester Thornless Blackberries without losing them to shock,or someother problem?

Brambles (blackberries, raspberries, etc.) can be moved in the fall or in the winter months. Most of these plants are sold bare-root in late winter and can be planted then, but it is also common practice to dig and divide the plants in the fall when growth slows.
