Answer: Yuccas are usually very easy to grow in a sunny, well drained location with average soil so it is a bit difficult to make a guess, however it is possible that one is failing to thrive because it is planted too deeply or is possibly in a spot that is not as well drained as the others, or for some reason is receiving extra watering or excessive surface runoff. There is also the possibility of accidental herbicide contact, unusual root damage, or something like that having happened.
