I have several Carolina Jessmines and other than a few blooms in Jan/Feb none have bloomed this summer. Same problem with Vinca Minor and Major ground covers.

Debra,

Carolina Jessamine should bloom in early spring but not again during summer or fall, except perhaps very lightly in some cases following a very stressful summer spell. Reasons for a lack of bloom are most likely either a lack of light or pruning from late summer on which would remove the bloom buds formed in the plant that are formed in mid to late summer for the next spring's blooms.

Vinca major and minor are both spring bloomers also. They can take a little shade but not too much.
