You are right to wonder, Bougainvillea is essentially a tropical plant. It loves the summer sun and heat and does best where summers are long. It can be grown as a houseplant in winter but it would never survive the cold outside -- if you want to keep it as a houseplant it should be brought inside before temperatures drop below about 55 degrees. If you purchase it, do not plant it in the ground. Keep it as a container plant to make moving it in and out easier. I hope this helps.
