I have bouganvilia growing and noticed over the past several weeks that something is ravaging the leaves and eating them leaving sometimes the stems completely bare. The leaves have holes in them. I haven't been able to see any actual caterpillars or beetles. I've sprayed

David,

It is either an insect (such as a caterpiullar, beetle or grasshopper) or a slug/snail (both of which leave visible trails). You may need to go out at night with a flashlight as some pests are nocturnal. If you find an insect try another general purpose insecticide, perhaps in a dust form to leave it on the plant for a bit longer to keep working.
