When is the best time to prune smoke trees so I won't lose the flowers that it has in the spring and summer?

Most flowering trees and shrubs should be pruned immediately after flowering, to give the plants a chance to form new flower buds for the next season. You can safely remove any non-productive water shoots (thin, upright shoots) as soon as they appear. Inorder to assure your smoke tree has "smoke" over the spring and summer months, prune it late summer or early fall.
