What is the best way to plant a passion Flower in Florida? And what kind of fertilizer should I use? Thank you for your time.

Mark,

Just give it a well drained soil with some compost mixed in. Sunny exposure is needed. Plant at the same depth that it was growing in the container. Keep the soil moist but not too wet. Very little fertilizer is needed but a light application or two early in the spring and perhaps again in summer may be helpful, especially in a poor soil.
