I planted a pieris in spring of 2004. It did well that summer & seemed to do well all winter, but due to a late heavy frost, it's new growth was effected. I trimmed all the dead ends off and it developed new growth, but no blooms. I assumed they were effected by the frost. It is now September, and I think it is trying to bloom! Do they normally produce the blooms (unopened) in the fall or is my plant just confused?

Your shrub is performing perfectly. It sets flower buds now, they hang on the branches all winter like strings of pearls and then eventually open in the spring. Enjoy!
