A previous owner cut a few of the bottom branches off a 20 year old austrian pine in our backyard. Will these branches ever grow back? Other than a few browning areas, the tree seems healthy and is growing nicely at the top.

Unfortunately, no, they will not grow back. These trees do not grow back on old wood. As pines grow taller they also shade themselves at the bottom and eventually elf prune -- and lose some lower branches. A mature pine will have a bare trunk going up a long ways with branches only at the top.
