My paperwhites have been beaten and broken by the recent heavy rains. Is there something I can do to restore them?

Why not cut off the broken leaves and try staking up what's left? Rather than taking a chance of driving a stake too close to the bulb, you can surround the plant with three sticks or stakes and wrap string or fishing line around the sticks to form acage. Then prop the leaves up between the strings. They'll probably survive the ordeal and still bloom for you this year.
