Scab is a serious disease of pyracantha and requires lots of attention to prevent (as you have discovered). I'd replace the problem plant with a disease-resistant selection such as Apache, Fiery Cascade, Mohave, Navaho, Pueblo, Rutgers, Shawnee or Teton.

Although not all nurseries carry all plants at all times, you should be able to find a suitable pyracantha at one of the following local nurseries:
