Shamel Ash trees are naturally gangly and sparse looking in youth, but will mature into an attractive shape if left alone. I wouldn't recommend pruning the branches (especially the central leader)at this time. After 3-4 years in your landscape the tree will be well established and you'll be able to do some pruning if necessary. I'd wait, though, and see how the tree fills out on its own.
