Which conifer that most resembles a cypress will grow in the Santa Fe region to height of less than 25 feet?

You might find something among the upright narrow junipers such as Juniperus scopulorum `Cologreen` that would fit your parameters. I would suggest you check with your local county extension and/or local professional nursery staff to see what they might recommend based on a more detailed understanding of where you want to plant it and your design goals.
