Is the purple rose an annual or perennial? Should I pull it up and plant some more, or just cut it back and leave it?

Lisianthus is considered a biennial or short-lived perennial. You can expect it to perform well for about two years. Enjoy it while you can, but plan to replace it by its third year. If this is its first year, you can cut the foliage back now and new leaves will appear when the weather warms.
