We had a week of 50 degree weather after Xmas. I had put straw over my tulip bed in early Dec., and the allium started to sprout. Under the allium are 30 tulip bulbs. Now the real winter temps have set in (30 / 10) and we usually get at least a week of zero or below. Will the bulbs be damaged from the hot weather?

No, the tulips should be fine. Sometimes these bulbs actually sprout and then get a hard frost or snow. It doesn't bother them at all.
