I am trying to find a low growing (3 ft) evergreen shrub for the mostly sunny area. It has afternoon shade.

There are many options for such an area. Most of the decision depends on your aesthetic preferences.

Trailing junipers need quite a bit is sun so your area may be fine. Dwarf yaupon, dwarf gardenia Dwarf Pittosporum ('Turner's Variegated Dwarf'), dwarf barbarry ('Crimson Pygmy'), and dwarf nandina ('Wood's Dwarf' or 'Sienna Sunrise') are some options to consider.
