Rosemary sometimes suffers from a fungal infection if the air is overly humid or there is not enough air circulation. Also, it needs bright light and, especially if indoors for the winter, a cool room temperature. It might also be affected by spider mites or another pest, or you may have over or underwatered it, or you may have overfertilized it. There are many different possible causes for this plant to show foliage symptoms. You might want to consult with your local county extension to obtain a definite diagnosis and based on knowing that, determine how to proceed. I'm sorry you are having trouble with your plant.
