I'm looking for a tree that:
- is evergreen
- doesn't get taller than 10-12 feet
- is a fast grower
- grows to a width of about 2-2.5 feet max,is compact (i.e., has small

Your criteria is rather exacting and there are few fast-growing trees that remain only 10-12 feet in height and 2-3 feet in width. You may want to plant a shrub such as a columnar evergreen rather than try to find a tree to fit your criteria. With that said, how about planting Choisya ternata (an evergreen shrub that you can train into a tree). It reaches 10' in height and produces clusters of fragrant flowers in both spring and autumn. Or, an ornamental pear, which has an upright and narrow growth habit, or even a dwarf weeping plum. The flowers are mildly fragrant. Hope the above information is useful!
