What and when should I feed my magnolia tree?

Magnolias like rich soil, so put about three inches of organic matter over the root area. This will help protect the roots from heat and will help retain moisture. Unless your tree has symptoms from poor soil fertility, you don't need to fertilize. If the leaves are yellowish, you can apply a 10-6-4 ratio of NPK in the spring time.
